Purpose
Causes TDP to begin accepting logon requests from application programs.

Usage Notes
When TDP starts, logons are not enabled. During TDP initialization, execute the ENABLE LOGONS command to allow applications to begin processing requests.
After the ENABLE LOGONS command is executed, TDP begins forwarding logon requests to the database for processing.
