The Data Mover REST component is installed on both master and slave servers and enabled to run by default. It uses a network of brokers in ActiveMQ to point to the right ActiveMQ location when failover occurs.
The REST client implements high availability if one REST service goes down. The Datamover failover service does not support monitoring REST services status.
