Initially, only DBC has the ability to create roles and profiles.
Grant the ability to create, drop, and administer roles and profiles to SYSDBA. SYSDBA can then grant role and profile privileges to other users. See Teradata Vantage™ - SQL Data Control Language, B035-1149.
- Log on as DBC.

GRANT ROLE TO SYSDBA WITH GRANT OPTION;
