Purpose
Causes TDP to begin passing security and logon violations information detected by the database and by the User Logon Exit Interface (TDPLGUX) to the TDP User Security Interface (TDPUSEC).

When TDP starts, TDPUSEC is enabled. If TDPUSEC is subsequently disabled using the DISABLE USEC operator command, the interface can be re-enabled using the ENABLE USEC command.
When the ENABLE USEC command is executed, TDP loads the TDPUSEC module into main memory and begins passing security violations to the module.
