Set the RSL for the HSILGFXT CDF entry to the desired value:
- RSL=value, where value is a security key for the terminal operator who is authorized to test the DENA and DISA transaction under CEDF: Allows a terminal operator to have access to the program
- RSL=PUBLIC: Allows any transaction to have access to the program
