Update columns with a TIME, TIMESTAMP, PERIOD(TIME), or PERIOD(TIMESTAMP) data type from one time zone setting to another. 
You can only use this option on permanent tables.
Join indexes are converted implicitly as the base table is updated. 
Update or alter table triggers are ignored. 
You cannot include the USING clause.

Enter a plus (+) sign to indicate a positive offset.
Enter a minus (-) sign to indicate a negative offset.
quotestring
Name of time zone.

TIMEDATEWZCONTROL =n
A value for the system setting. The default is 0.
WITH TIME ZONE
Convert TIME WITH TIME ZONE and TIMESTAMP WITH TIME ZONE columns when upgrading a system with TIMEDATEWZCONTROL = 3 from pre-13.10.03 versions.
