DESCRIPTION:
    Switches to a different filter scenario in the filter manager.
 
PARAMETERS:
    filter_id:
        Required Argument.
        Specifies the filter ID to switch to. 
        Note:
            The 'filter_id' must exist in the filter artifact's table.
        Types: int
 
RETURNS:
    bool: True if the filter is switched successfully.
