No. Dimensional inputs must not include non-deterministic expressions. These expressions are not guaranteed to produce the same result every time—that is, their volatility is not IMMUTABLE. When changing Global User Configuration (GUC) settings can change the result of an expression, the volatility of that expression may be classified as STABLE, but it cannot be classified as IMMUTABLE. An example is changing Locale and Formatting settings, such as datestyle or time zone.
