A return code of zero is normal, and a return code of non-zero represents an exception.

A code’s value represents the answer to a particular repeat of a particular operation. For example, suppose CLI is restocking the response buffer and the database cannot provide more of the response because the database computer has restarted. The application program would then discover a Failure parcel in the response buffer after a number of normal parcels.
