The application program does not directly access the internal SPB values stored in CLI. The settings in the DBCAREA, after DBCHINI is called, are copies of the values contained in the internal SPB and can be modified by the program.
The application program does not fail if the accessible clispb.dat file is missing. DBCHINI uses the defaults in the internal SPB instead.
