Purpose
Adds comments to the JOBLOG and GTF, if being used.
Syntax

- A comment consisting of all characters until the end of the command
Usage Notes
If the comment is to be written to GTF, the USR GTF option must be specified both when GTF is started and when the trace records are formatted. The GTF JOBNAMEP option might also to warranted to limit tracing of user records to the desired TDP
