A Passive Routing is opened on exactly one system.
If more than one session is specified in the Passive Routing rule, a session is chosen based on Least Used (LU), RR (Round Robin), or First Available. If LU or RR are specified, the session open is attempted on the first session in the list of systems associated with the rule.
