CLI routines are used by application programs when:
- No preprocessor exists for the application language.
- Facilities not supported by the preprocessors are required.
- Standard OS linkage conventions are required by the CLI routines.
- The application has severe performance or memory constraints.
CLI routines reside in the CLIv2 library.
