TLE is a feature that enables you to emulate a production environment on a completely different and foreign environment.
When TLE options are imported and enabled, the Optimizer generates plans relative to the emulated production environment rather than the local environment. This enables you to confidently perform and test administrative and performance enhancing modifications, such as indexing, without the risk of saturating or altering the production environment.
