Problem Messages
Some values represent problems from which the application can be programmed to recover. Other values represent problems from which the application cannot recover on its own.
For example, the return code EM_PUBENCRYPT indicates that the public encryption routine failed. The programmer would need to contact the system administrator to check on these conditions.
