Explanation:
In order to validate an ARC user s access rights to operate on requested databases and/or tables, a query must be made to the DBC.AllRightsV table to get the user s access rights. This error indicates that ARC was not able to complete the query to retrieve the user s access rights. This error should have been preceded by an error indicating why the query failed.
