You can access hcli from the command shell when logged on as the root user, and hcli runs the command as the appropriate user. For example, commands related to the HDFS file system are run by the HDFS user, even though you are logged on as the root user. hcli can be run on any node in the cluster, although some commands only work on certain nodes. You can run the commands from any file system location without navigating to the installation directory.
