Explanation:

Remedy:
Submit a Build for this table (and others causing a similar warning) when the AMP is back on line. Since a Build statement only builds invalid indexes, any non-unique secondary indexes which are not skipped due to the down AMP, will not be rebuilt, thus not doing extraneous work.
