Purpose
Causes TDP to begin accepting logon requests from application programs.

When TDP starts, logons are not enabled. During TDP initialization, the ENABLE LOGONS command should be executed to allow applications to begin processing requests.
After the ENABLE LOGONS command is executed, TDP begins forwarding logon requests to the Teradata Database for processing.
