Explanation

This error is to be returned to the user when a monitor sql request has been issued to a session that is not currently executing SQL (i.e.the amps are not processing a SQL request). This also includes a situation where Monitor SQL has been issued while SQL request is being parsed and PE state is in PARSING-WAIT state. This can also be returned if the session is currently processing an IPE request and the request is being evaulated by TDWM or is in TDWM delay queue.
